Energias Renováveis

Integrando um grande cinturão solar no Brasil e se destacando entre os estados com maior irradiação do sol, o Tocantins tem um alto potencial de geração de energia solar. Com o objetivo de aproveitar este potencial e incentivar o uso desta energia limpa e renovável, o Governo do Estado instituiu, em 2017, a Política Estadual de Incentivo à Geração e ao Uso da Energia Solar (Pró-Solar). A política é coordenada pela Secretaria de Meio Ambiente e Recursos Hídricos (Semarh).

A lei nº 3.179/2017, que institui a política, traz os instrumentos e objetivos da Pró-Solar, que tem como finalidade aproveitar o potencial do Tocantins e racionalizar o consumo de energia elétrica. São previstos investimentos que englobam o desenvolvimento tecnológico e a geração (fotovoltaica e fototérmica) para comercialização e autoconsumo nas áreas urbanas e rurais, pela iniciativa pública e privada, considerando o uso residencial, comunitário, comercial, industrial e agropecuário.

Com a implantação da lei, o Tocantins caminha para atingir um dos 17 Objetivos de Desenvolvimento Sustentável (ODS), por ocasião da Cúpula das Nações Unidas para o Desenvolvimento Sustentável, que prevê assegurar, até 2030, o acesso universal, confiável, moderno e a preços acessíveis a serviços de energia. Com este passo, o Governo do Estado fomenta o investimento em infraestrutura e em tecnologias de energia limpa.

Além disso, com o Pró-Solar o Tocantins avança para ser um grande produtor e consumidor de energia solar, atraindo a implantação de indústrias do segmento e usinas de energia.  

E para impulsionar este cenário de geração de energia solar, a Semarh iniciou neste semestre o Atlas Solarimétrico. Com isso, o Governo do Tocantins vai escanear o território estadual para identificar as áreas com maior potencial.

O investimento de R$ 874.713,87 é por intermédio de convênio firmado com o Banco Internacional para Reconstrução e Desenvolvimento (Bird) e do Projeto de Desenvolvimento Regional Integrado e Sustentável do Tocantins (PDRIS).

O Atlas será um instrumento para identificar a distribuição espacial e temporal do potencial solarimétrico do Tocantins. Os dados levantados pelo mapeamento serão usados para subsidiar a base de informações sobre radiação global, uma ação do Governo do Estado em prol da descarbonização da matriz energética de produção sustentável.

Ainda dentro do propósito de incetivar a produção de energias alternativas no Tocantins,  o Governo do Estado está fomentando o uso de biodigestores na pecuária tocantinense, pois tal tecnologia tem se mostrado ao longo do tempo como uma alternativa viável e de baixo custo para tratamento de dejetos animais, biomassa excedente, a qual, em decomposição no meio ambiente irá produzir gases nocivos ao ser humano e a natureza, como por exemplo, o gás Metano, que é 21 (vinte e uma) vezes mais prejudicial se comparado ao CO² (gás carbônico).

A ação está sendo realizada pela Secretaria do Desenvolvimento da Agricultura e Pecuária do Tocantins (SEAGRO), por meio do convênio 806634/2014, celebrado com o Ministério da Agricultura, Pecuária e Abastecimento(MAPA).

O biogás gerado a partir da decomposição anaeróbica (sem a presença de oxigênio) no interior do Biodigestor poderá ser utilizado na geração de energia elétrica e/ou para queima direta em fogões. A mistura, água e biomassa, resultante do processo de decomposição se transforma em biofertilizante, que poderá ser utilizado para corrigir o solo, substituindo os agrotóxicos mais pesados, propiciando uma lavoura totalmente orgânica.

A energia gerada a partir do biogás possui diversas finalidades, tanto pode ser usada como gás de cozinha como poderá ser destinada à produção de energia através de geradores e caso haja um eventual excedente este poderá ser lançado na rede de distribuição da empresa de energia, gerando um crédito para sua posterior utilização, como está regulamentado na Resolução ANEEL nº 687/2015, que estabelece as condições gerais para o acesso da microgeração e minigeração distribuída ao sistema de distribuição de energia elétrica. Segundo esta resolução o proprietário do biodigestor terá até 60 (sessenta) meses para consumir esse crédito anotado junto na concessionária.

Assim o produtor rural irá reduzir os impactos financeiros da conta de energia, compra de fertilizante e adubos para correção do solo nos custos da produção o que, simultaneamente, irá aumentar o retorno dos investimentos feitos para o tratamento dos efluentes, agregando valor ao seu produto com uma lavoura ecologicamente tratada.

 

Renewable Energy

Integrating a large solar belt in Brazil and standing out among the states with the highest solar irradiation, Tocantins has a high potential of solar energy generation. In 2017 the State Government instituted the State Policy of Encouragement to the Generation and Use of Solar Energy (Pró-Solar, in Portuguese). The policy is coordinated by the Secretariat of Environment and Water Resources (Semarh, in Portuguese).

Law nº 3.179/2017, which establishes the policy, brings together the instruments and objectives of Pró-Solar, whose purpose is to seize the potential of Tocantins and rationalize the consumption of electric energy. Investments are planned that include technological development and the generation (photovoltaic and photothermal) for commercial and self-consumption in urban and rural areas, by the public and private initiative, considering residential, community, commercial, industrial and agricultural use.

With the implementation of the law, Tocantins is moving towards achieving one of the 17 Sustainable Development Goals (SDG), at the United Nations Summit on Sustainable Development, which forecasts ensuring the universal, reliable, modern and affordable prices for energy services by 2030. With this step, the State Government promotes the investment in infrastructure and clean energy technologies.

In addition, with Pró-Solar, Tocantins advances to be a major producer and consumer of solar energy, attracting the implantation of industries from this segment and power plants.

And to boost this scenario of solar energy generation, Semarh started this semester the Solarimetric Atlas. Thereby, the Government of Tocantins will scan the state territory to identify areas with highest potential.

The investment of R$ 874,713.87 is through an agreement signed with the International Bank for Reconstruction and Development (Bird, in Portuguese) and the Integrated and Sustainable Regional Development Project of Tocantins (PDRIS, in Portuguese).

The Atlas will be an instrument to identify the spatial and temporal distribution of Tocantins' solarimetric potential. The data collected by the mapping will be used to subsidize the information base on global radiation, an State Government action in favor of the decarbonization of the energy matrix of sustainable production.

Still within the purpose of encouraging the production of alternative energies in Tocantins, the State Government is promoting the use of biodigesters in Tocantins' livestock farming, because such technology has shown itself over time as a viable and low cost alternative for treatment of animal waste, surplus biomass, which in decomposition in the environment could produce harmful gases to humans and nature, such as methane gas, which is 21 (twenty-one) times more harmful when compared to CO2 (carbon dioxide).

The action is being carried out by the Secretariat of Agriculture and Livestock Development of Tocantins (Seagro, in Portuguese) through the agreement 806634/2014 signed with the Ministry of Agriculture, Livestock and Supply (MAPA, in Portuguese).

The biogas generated from the anaerobic decomposition (without the presence of oxygen) inside the Biodigestor can be used in the generation of electric energy and/or for direct burning in stoves. The mixture, water and biomass, resulting from the decomposition process becomes a biofertilizer, which can be used to correct the soil, replacing the heavier pesticides, providing a totally organic crop.

The energy generated from the biogas has several purposes, it can be used as cooking gas as well as it can be destined to generate energy through generators and, if there is a possible surplus, it can be launched in the distribution network of the energy company, which generates a credit to its subsequent use, as regulated by ANEEL Resolution No. 687/2015, which establishes the general conditions for the access of microgeneration and distributed minigeration to the electricity distribution system. According to this resolution, the owner of the biodigestor will have up to 60 (sixty) months to consume this credit annotated with the concessionaire.

Therefore the rural producer will reduce the financial impacts in his energy bill, in his production costs (on purchasing of compost and fertilizers to correct the soil) and, simultaneously, he will increase the return of the investments made for the treatment of effluents, adding value to their product with an ecologically-managed crop.
